Reason it isn't a bannable offense to trade from realm-to-realm is because it isn't in the ToS. There's no reason for it to be in the ToS since it isn't considered game-breaking. People can play on whatever side they wish, and if they want to trade wealth/items from one side to the other, it is always allowed, as long as the trade is fair and consented. It's also super difficult to monitor all of these cases, as it can happen in secrecy if it were to be punishable, creating a black market in which nobody knows who's trading what to each other anymore.
