I have unchecked it, it keeps re-selecting something. Not sure what.

go one back and apply read only to the downloads folder

I have moved it out of the downloads folder to Program Files (x86). I also went through the files individually, and saw that anything that is listed as an "Application" or "Application Extension", at least in Windows 10, is listed as being from another computer and has been blocked to "Prevent anything from happening". After unchecking these, it works. I did have to go to the properties of them individually to get the check box.
