no clue what the bug caused tho, logged from BW to WL and had all skills + tactics. when i tried them they were working. logged off after farming those mobs.

Guessing it has something to do with sharing UI profiles. Had a few abilities transfer on lowby characters the first time I loaded the UI from another character. Don't think the abilities actually worked, but that might be class to class.
