We were planning on order since destro seems overpopulated. Shadow warrior damage seems pretty bad.

Why are there so many different class combinations in the "best duo" thread? I would have thought that most people would have agreed on the one OP duo on either side and just stuck to it. Though I guess you can have different definitions for "best" as SH/Shaman is the best in terms of how fun they are but Chosen/DoK is best in how survivable they are vs many foes.

Ran IB + WP on live. It was a very successful duo. Melee healer + tank is a very strong duo. Also ran Sorc + Zealot for a while. In my opinion, it is not as strong as the melee healer + tank team. Also, it was not as fun imo.

Since you're rolling Order. I ran a group with a WH (myself as a WP) and surprisingly did very well against many people. Won a 13v2 at one point with our little group and were able to survive against 6 mans daily, though that was before the AoE nerf. 
Seen a lot of couples also go BW/WP in T4 but I wouldn't call that the best duo, just overused. You'll have to get more in touch with people on Order to help you pick.

When talking about duo’s the best combination is usually a tank + an mdps or healer
On order the best duo is hands down an iron breaker and a slayer as IB can provide guard and an amazing number of buffs that make the slayer so much stronger and durable
On destro its not as clear cut
Black orcs are naturally tanky and can handle a lot of the dmg that you take from guarding a choppa and provide a very nice ws skill buff
Bgs are the same with DoK’s but provide a nice will power buff
If you think sw dmg is bad….your not doing it right
Also I guess you havent seen shadow warriors festerbomb

I've noticed that tanks have a ton of mitigation, even without heals it takes them forever to be killed.

WAR is the MMO where tanks shine. They have issues closing the gap though. If you want to duo in RvR go with ranged. If you are playing the Order faction, you may be able to get away with a White Lion as dps because of pounce.
Word of Pain and Boiling Blood are no longer able to proc anything. The Bright Wizard College has confirmed this is a big deal. (stealth nerf)

Since you're going Order and you mention SW damage being bad, well, it isn't bad per se, I mean, it definitely improved since retail launch. SW has issues against high armor, and acid arrow counters that to a degree, but it's an uphill battle and it only gets worse in T4. Fester bomb is good at late stages, but I think they still pale in comparison to Bright Wizard damage. If you want ranged damage on order side, Bright Wizard might be what you are looking for! The dots and burst are really strong, and they get some nice knockdowns/shields as well for fair survivability late game.
However, Bright Wizard does a little bit of damage to himself in the process. To counter that, a really great combo is Rune Priest / Bright Wizard. If you want to put out max damage and stay alive, that combo is really nice. However, no matter which way you spin it, BW is squishy, so as others have mentioned, a tank/healer combo might be your best bet. IB/RP is unstoppable due to guard from IB and great instant heals/shields on RP. Survivability through the roof, but not that much damage output.
However, as mentioned, tanks have some fairly good mitigation in this game, so the other combo I liked that was mentioned is the slayer/IB combo. The guard from IB makes slayers vulnerabilities go away, at that point slayers become killing machines!
As you can see from this thread, a lot of combos are effective, which is the best is up to what you want to do with the combo, as well as personal preference.
