Item and quest popups not appearing when I mouse over them

For some reason none of the popups are occurring for me, if it was just for quests in my tracker it wouldn't be a big deal, but also items either in my inventory or in the quest log, anyone have this problem before?

Make sure your ToolTips Counter in your setting is Checked, I had this issue before
