Talisman Making

With 200 talisman making skill what is the highest level Talisman (stat wise +19, +19 etc) that you can make here? Also, what determines how high the talisman will be? Is it just the level/rarity of the talisman or does the level of the dust, essence etc... affect it as well? I have made a couple of +18 when I crit on a blue item. Would it have been higher if I had been using higher level dust etc...?
