I don't see any issue with dropping permanents on people for racism and /pol/ crap.
When someone makes the choice to scream some racist epithet or a Holocaust reference, they know full well that such is considered completely and totally unacceptable outside of certain corners of the Internet. That means I feel no remorse about seeing a permanent ban drop on them.
If you know what you're doing is wrong, and you choose to do it anyway, you deserve the maximum possible sanction and should suck it down.

There is only one exception. Some people call each other **** and it's completely ok in their environment, can be nearly impossible to detect. But most of them time the word is used with completely different connocation in mind, especially in global chat.
Note: the word was autocensored by forum.

I'm going to assume that the filtered word was the variant ending in "a" of the word for which the user was banned.
On my previous server, we banned the use of that word as well, partially because enforcing acceptable use of "****" would require that we be able to check the user's racial status. This rapidly opened up the point that to allow words which were privileged (considered acceptable only for the race to which they refer to use) would be a really bad idea.
I don't know how RoR intends to handle this.

To be a bit fair, most people don't read the ToS, and might not know how things go on a private server. I would give everyone some kind of non-permanent punishment 1st, then just perma ban repeat offenders. If they didnt get the message from a 3 or 7 day ban, they probably won't ever. But permanently banning someone for harmless misteps or wrongfully thinking it is OK to use a certain word would be bad.

I second jayclub. I'm also for zero tolerance on racism and all this r... Stuff.
And Im sick of all this: "hey here come the roleplayer virgin squad."
But perma ban is almost the death sentence. I'm not defending their point but with a 7 day ban they see that there is a police and that this will not be tolerated.
Most bans go under the radar, so imo most players even didn't know there is a dev police around.

i need to say that nobody from our team want to waste his free time to warn people because they are not able bring a minimum manners in a public chat.
How already somebody said. You can talk in your guild chat, ts and other closed chats how you want. But if you write in a public chat you should know what you can bring and what not.
If we would start to just warn people because of this they day would come who we do this all day all night.
Also we don`t need to discuss about the topic racism there are so many different opinions and we wouldn`t find a consensus here. Read the tos and you know what you should not do. If you read the tos and you don`t know it you miss an important point in your education and this thread will not fill this hole.
