Now to this question I know theirs is a lot of additional factors to consider like 2h or dw exclusive abilities
But I don't know how the damage is calculated in for off hands
So comparing say sc weapons when all the other factors add up to the same like str, melee crit, etc
Which can out put higher dmg?

An easy way to check if your offhand dps is being contributed to ability dps is to compare the tooltip damage with it on and off.
1 weapon dps = 5 str contribution to ability dmg for those abilities that scale with it.
choppa is mostly insta cast stuff so you use the formula for str contribution for damage
Coefficient = (( Scaling Statistic / 5 ) * Casting Time ) / Scaling Statistic
casting time ends up being 1.4. Coefficient is the multiplier of your str which gets converted into damage.
More than likely you won't have to do any math to find out, as it should be pretty obvious just by looking at the tool tip that you are getting much more dps than would be possible with just the str bonus on the weapon. Or just find an offhand weapon with no str on it and equip it.
The game should be designed around 2hers doing more damage, as you are getting a 10%? parry bonus while dual wielding.

Dw:
((36*5)2)+(19*2) = 398 str
2H
(52.2*5) + 38 = 299 str
Furthermore if I slot tallis I can get an additional str from dw, like 2 x 10 where as I can only slot 1 str talli in 2h
So not only does dw provide more dmg but it also has faster aa speed and more survive from 10% parry

Somethings not right and its probably my fault, going to need someone who knows a lot about the game to comment of how dual wield and 2h compare, or how to do the math. I never looked much into myself, aside from looking a tooltips.
The key is how much of the offhand weapon dps is being added, or if when dual wielding something changes to the 1 wpn dps = 5 str rule etc...

If I remember correctly 2h weapons gave 10% strikethrough on live. I don't know if that has been implemented in RoR or not.

10% strike through as far as I know is implemented here in ror but I don't know what it means and furthermore it feels like it dosnt make a difference

If you equip weapons with corresponding dps and giving the same STR/Melee power/whatever, then ability damage will be the same for duals vs 2h. AA damage will be equal in the long run, but 2h damage is stable, while duals damage depends on offhand proc. However, due to number of reasons duals have the advantage:
1) Duals hit faster, which means more procs of prayers/covenants/Flames Of Rhuin/...
2) Duals do not limit you in terms of talismans.
3) Duals give 10% parry, which is way better that 10% block reduction.
4) If we consider scenario weapons, you can buy duals separately, which means (let's take current 24 ones, for example) you can buy one for 105 emblems and get better damage immediately, while with twohander you have to wait for full 210.
Long story short - duals are better unless you need twohander for some skills.

Quite simple, dw has higher average damage, while 2h has higher burst.
Dying is no option.

So it would be more like
(36x5)+19 =199
(199x.46) = 91.54
199+91.54 = 290.54
So their is a minor 9 str inc in 2h
HOWEVER
If I slot tallies and I slot 1 say +10 talli into each dw weapon and 1 of the same stat into the 2h, dw will win out by 1 str dps
