Hey. I'm aware that there are different types of players and different ways to play the game. Just looking for a general tier list mostly for small scale(end game) pvp like scenarios. I found some tier lists for warbands and some for solo play but none for small scale pvp. At least none that is recent/updated.
I dont want to "only play S+ tier" classes, i just want to know whats best and whats worst at what. Like which tank is best with SnB? Which one is best with 2h. How are 2h tanks performing compared to actual dpses. Whats the best rdps. Which healer is best at pure healing outcome and which is best at utility etc.. Just a proper tier list with explanations. Do you guys have one?

no. nor can there ever be one.
tier lists are just a low form of modern clickbait and opinion over fact 99.98% of the time. don't look at tier lists for anything, especially in a game like this with community like this.
all you need to know is that EVERY SINGLE CLASS and almost every build is 100% viable ("A" to "S" tier) in this game, providing you play well and play your class/build in the right situation. this may mean that a build can be "F" tier in warbands while being "S" tier in scenarios, for example. i don't believe that a tier list is required for this, since most of it is simply common sense or is learned quickly from playing the game.
there's no outright best SnB tank or 2h tank. the "best" tank and weapon combo would be based on the players' skill with that class, if they have a proper gear setup to play it and the group composition (how well the class synergizes with the other 5-23 other players in your party/warband).
2h tanks are not dps, so their "performance" should not be checked against them. 2h tanks are still tanks, meant to guard allies and score kills with their punts and knockdowns, but with different utility than their snb counterparts. this can mean stronger punts, different buffs/debuffs, better CC, etc.
there is no bad class; there is no bad dps, bad tank, bad healer, etc. there are only bad players, bad group compositions and bad coordination. don't let anyone tell you otherwise

What kind of smallscale u talk about? Solo or group? Gersy tells truth, any class here have purpose and place. But when it comes to solo gaming or 2-3man roam some classes can be better than others. It more not about tier list, but about group composition in case of small groups. And solo broken as hell, and queen of that parade is regen WE and other abominations like hybrid shammies.

There is only one S tier class in this game.
While everyone else is maximum on A tier level, the white elefant in the room outperforms them all.
So if you are a bad player, and want to keep up with good players, there is only one choice.
And they all "spin and win" happily ever after...

Order classes WB tier list:
Tanks:
SM > KOBS > IB
SM brings winds, snare M2, aoe stat debuffs, immunities via Vauls and group shielding. KOBS also brings massive aoe buffs and debuffs, plus dirty tricks, focused mending, and group shield. Bringing a single 2h KOBS for arcing swing (10% crit) can be viable. IB synergies with BW for avenge the debt but is otherwise just worse than the other 2. 2h IB and 2h SM have no real place in optimised WBs.
Healer:
Honestly all very equal. Best to not have multiples of the same for better buff coverage but anything can work.
DPS:
WL >> Slayer = BW >> SW > Engi > WH
Anyone that doesn't think WL is the best dps for WB on order is **** high. Interrupt, channel, 100% arpen, pounce, medium armor, no ramp up time. And its so much less complicated that its not even close.
BW and Slayer both very good, very strong damage potential but have a drawback. BW suffers versus CC due to no charge or root break, Slayer has to ramp up rage and ID damage can be unstable.
SW brings decent damage, slightly below the others but is reliant on winds and ap pumps more than most classes. Ambush M2 is very good.
Engi would be better if fights lasted longer but currently struggles to affect the first 10 seconds of fights where a lot are won and lost due to dot stacking. Can have some serious burst if everything is allowed to get set up but lacks mobility and can be hard to align everything to actually apply the damage. Lack of big M2 or ambush impacts on morale usefulness, although explosive shots can be good in the right circumstance. Lots of CC but you lose out on damage for it.
WH can burst really hard (1.5k DG plus 1.2k M2) but suffers from lacking good aoe filler skills, so overall dps doesn't really compete. Reliant on Winds to do any meaningful damage

It doesnt work like this here, nor meta is stable. Unique feature is that not all is unified (yet) so scale of those questions is higher - its group composition, classes in vacuum are irrelevant, there are no best 2h tank, no best rdps. There are also game modes (environments) that are played (very) differently - solo scenarious, solo roaming, group roaming in orvr, 12men orvr, 18men orvr, 24men orvr, blob, city siege, 6v6, regular sc (group compositions effeciency sometimes will depend on exact map), group open world pve, solo open world pve, instanced pve etc. Some of this also differ if highly organised and optimized or not, e.g. if you want top effeciency of your class then its builds for pugging and organised game mode will differ (pugging - you go most selfsustain, balance yourself; organised - you fill a designed role, e.g. no selfsustain, full glass dps). Each game mode has its own meta, its own group compositions (various) and rules.
I second what gersy said, tierlist is most dumb*ss modern crap which is not about facts but opinions.
As a conclusion tho, each class has working build for some game mode. There is always valid option to build up your groups including any classes. Some absolutely obvious expections requiring no effort to figure are being - magus/engi cant be stacked in warbands, WH/WE cant effectively AoE in warbands.
Having this in mind you should really ask proper question. Obvious that you have something planned (and probably against current game mechanics), for example replace a DPS on your 2h tank in scenarios, so you can get your answer loud&clear without any tierlists.
Or other good option is to ask for most cheesy class to play pug SCs with, et cetera. Hope you got idea.

1. 2h tanks are still tanks (support) and not DPS, they do not compare to DPS in any way.
2. All careers depends on situation and player. People love to whine about how engi does no damage, yet when you put a player with more than three fingers on it, it does insane amounts of damage. On the level where nothing else can and even should be able to be to compete with them. Will you do the same in a solo sniper spec running with no support? No.
3. Groups are much more dynamic in RoR than any other MMORPG, every comp has strengths and weaknesses. The general composition is that you have a KotBS/Ch, RP/ZL + one DPS with heal debuff. Remaining 3 are "flex".
Examples of successful setups have been (not exhaustive list)
SH, Sorc, Magus, BG, zealot, DoK.
WL, ASW, SM, KotBS, WP and RP.
CH, BG, DPS DoK, mSH, ZL, DoK/Shaman
IB, KotBS, SL, SL, RP, WP/AM
CH, BG, Choppa, WE, SnB DoK, ZL.
