I see these same people afk over and over and over in so many games. Do you punish this behavior at all?????

If you encounter the same player doing this over and over again (in other words, not someone who joins late to a scenario that is about to end), please submit an in-game GM ticket using the 'Create Appeal' button under the Help menu (default key: H). Us GMs personally investigate all tickets created this way, and sanctions will be applied to offending players as appropriate.
