They must be or only talisman makers would be able to use them. I didn't refine a single shard. 30day items are no bueno.

Previous to this patch Runic conduit and ritual nexus where considered by teather (main guard) addon like pets and when you cast them u had white line connecting them with you like magus/engi pets.
That was quite handy especially when there are many ppl on the screen. Like in forts, keep sieges, even cities. So you could easy locate and always keep easily nexus/conduit position.

After this patch something changes and now teather didn't recognize nexus/conduit as pet and the white line indicator is gone. Please revert that change, label these 2 skills as pet so we could micromanage them better with kinda must have teather addon
