I can not create character

I can not create character .... I have only empty game window with > Cinematic , settings , quit etc. I know a lot of people had the same problem but i can not find the way to fix it

Here is error - Data.myp:
System.Exception: You need to stop application currently using the following file: data.myp
v MYPHandler.MYPHandler.WriteFileToArchive(FileInArchive archFile, MemoryStream MS)

Your data.myp file is in use. Restart your PC. Move the entire WAR folder to a new location.
