I hope the solution dev's chose won't be disabling RoB being able to target out of party members. This isn't the problem - it's been working like that since ages. Recently AM's similar skill got the ability to be cast outside of group and it's pretty cool.
My two cents on how to approach the problem - first of all RoB and similar abilites shouldn't be castable on invisible targets. That is clearly "abusing" which is creating this unhealthy enviroment. Also going invis while under the effect of such skills should dispel them.
Second i don't think going as far as reducing the dmg by half if there is any other RoB present, or any other form of gutting the skill completly is a good approach. I mean yea sure, nerf this, nerf that, leave nothing else to play with but WL. I'm sure this will be very healty for the game. If this continious to be the problem the nerf on DMG should be more thoughtful, to impact it mostly on the large RvR scale, while leaving other scenarios mostly unaffected. I'm sure that even the players in their suggestions will come up with some ideas which when implemented would affect RoB mostly in areas where it is overperforming. But calling for straight removal of skills or nerfing them to the ground so that there are no longer usable is a silly approach
