Epic Quest Unavailable

I went to go start the T2 Dark Elf epic quest, "A Lord's Game" and the quest was not available at the npc (Hartha) chap. 5. The only thing I could think is that I did it at some point prior but I am 99% sure I didn't. Is there anyway to see in my ToK if I did? Or is there any way to reset the quest to do it?
