What does this mean for the Hardly Fast mounts? Do they become obsolete after a character leaves T1?

Finally I can speed through first parts of the Vainglorious quest, if I'm reading this right.

Campaign
- A pairing now unlocks 2 hours after its fortress has fallen. This means that assuming no fort was claimed in the last 2 hours all 3 pairings should be open.
I noticed last night during NA Time when order locked 2 zone by taking the forts, everyone was forced to play in the the only unlocked zone. When this happened even more people stop going to the RVR lakes. This locking the zones for 2 hours is just going to funnel everyone into one zone eventually and the game will be so laggy that it would be unplayable. Personally I liked the option to always have at least 2 zones open so you can go off to the other zone and Run boxes or solo over there if it becomes too laggy for you. It allowed an out from the lag and from massive size Warbands that are roaming around either they are flanking for each other or not it give you another zone to be in.

On Friday we noticed people from US West and US Central were having network issues including packet loss.
