RvR past level 16 feels pretty frustrating.
Hello I'm a new player and was really enjoying the game 1-16 but when I pushed into the next tier I was surprised I was being pushed into playing with level 40 players and now I feel useless. I'm 23 now and just getting dogged on constantly. I want to level my renown rank but it seems like scenarios are my only option if I actually want to play the game. I know there is a population issue but putting people as low as level 16 with level 40s doesn't seem like a good idea and might even push people away.

Hello, this is already adressed/taken care of via "bolstering".
What you need to do and know is how to make use of it, then you won't feel powerless at all.
To sum bolstering up:
As below lvl 40 you will get a "scaling for your stats and being handled as lvl 40 or even higher". A lvl 16 in the late game RvR Zones is not really handled as a lvl 16 player by the system. (actually as 40+)
Whats important to do, to make use of this is, paying close attention to maxing out your stats,defenses and so on as they will get boosted. If you have little to boost it will feel like how it does now.
Try to use talismans in your equipment, whichs should provide set boni and an up2date item lvl and use 2 kinds of potions (1 armor and 1 stats).
Also make sure to use your tactics and invest your renown points.
If you go from PvE to RvR (rvr mode and bolster activated) you should see quite a difference about your char stats now. If the value is shown as orange it is already softcapped and it makes more sense to invest in some other stat. (lets say if wounds are shown in orange, you should not put any more wounds talis in your equip but try to get other stats that are useful for you instead).

Thanks for the reply! I am using talismans but I didn't know about the soft cap and my stats are orange so I will make new ones and change to to other stats. I'm playing a chosen tank do you have any recommendations about what stats I should prioritize? I am soft capped on strength and wounds at the moment should I go into toughness to take less damage? Any suggestions would help because I want to enjoy this game to its fullest.

With current state of stats and ignoring future changes/updates you can go for the following:
Investing in Weaponskill. This will increase your parry rate (less physical incoming hits and less guard dmg) while also increasing your armor penetration = more dmg.
Investing in Toughness. This stat is used in the dmg formulas of your enemy. Class abilities usually scale with str or int, so more str/int = more dmg. Toughness will reduce the str/int by the same amount in those calculations. Addionally it grants a little bit of blockrating (which is useless on 2h).
As you are playing 2H tank and enjoy hitting enemies together with your guardbuddy. I would recommend increasing Weaponskill too.
Especially on a chosen you can also play around with your auras a bit. IF you are already at softcap with str, it maybe makes sense to run the toughness one to increase your toughness and reduce it on the enemy. (example) win win situation. Softcapped = every point will just be 0,5 instead of 1. If you go higher. So 50% wasted stats.
What can also be confusing is how potion buffs are working. You can use two potions at the same time (defense and offensive one - like armor and str). Potion stats and ability stat boosts (like via aura) do NOT stack. It does not make sense to have your team running str potions if you are providing a str aura (except the debuff on the enemy).
Potion values (like armor and stats gain) also get bolstered up. Its very strong to use them on low lvls.

Where you are soft capped, in PvE zone or when being in rvr zone?
Dying is no option.

Just a sidenote, but something to consider, with the information above you will be pretty fine joining a warband and do your job there, or going into scenarios, guarding etc.
If you go 1v1 you may have some advantage regarding of your gear due to the bolster, but most people really running solo without wingman in this game are not that bad at it and loosing is not uncommon if you are new and figuring your class out.

Thank you for all the great replies everyone I’ve redone my stats and feel a lot tankier and more competitive! Great advice! Me and my friends are enjoying RvR a lot more now.
