Why ist a Lion jumping mid-air back to it's target a bug, but a WH/WE/SH/SW Kicking itself back while mid-air to prevent getting caught is pretty fine?
I believe it's because the self-punt abilities did not have the ''Cannot perform this action while airborne'' clause back on the 1.4.8 patch on Live, while the Leap ones had it.
Therefore, Leaps being usable mid-air is a bug.

Changing how it works for both WL and MSH would be a balance decision, which are currently not the focus; bugfixes are.

P.S. Great start with the patches for the new system. Keep it up!

The patch looks promising and will definitely shake things up. The snare/root immunity on juggernaut is an especially welcome change. Two that are worth taking another look though:

Unstoppable juggernaut being at 40sec means that no none will ever take it. Giving up a tactic slot to shave 20sec off a 60sec ability isn't worth it. Especially now that snares have a shorter duration. Changing the cooldown to 30sec would make it far more useful but not op.

The cooldown on Big Brawlin' should be lowered to 10sec to match the synergy already given to Powered Etchings with Rune-Etched Axe as that also has a 10sec cooldown. The tactics do effectively the same thing of having to give up a tactic slot (arguably the most precious resource a character has) in exchange for adding a snare+ another ability to the base ability. Yet Big Brawlin' adds a 20sec cooldown to the ability while Powered Etchings doesn't effect the base ability cooldown and it remains at 10sec. I understand it was changed to 20sec to match with the other tank aoe snares, but those snares are direct abilities and don't require the sacrifice of a tactic slot.

The 20sec cooldown also disproportionately effects the BO compared to similar cooldowns on other classes due to our class mechanic. With Big Swing at 20sec we no longer have a reliable way to cycle through plans outside of combat beyond Changin' Da Plan, which itself has a 5sec cooldown so can't be used on demand. For example, if you want to get to 'Da Best Plan and it has already been used to change to 'Da Gud Plan from No Plan if Rock 'Ard is on cooldown. 10sec makes you exchange plan cycling on demand in exchange for the the snare, which is fair and can be worked around. 20sec however is overly oppressive and makes us rely far too much on Changin' Da Plan not being on cooldown.

- All Tier 1 History & Lore, and Noteworthy Person tome unlocks have been fixed/implemented.

History and Lore :
even proximity unlock? for example in Nordland : both are not working :

III Omens
This is a proximity unlock. Straight East of Faewulf's Rest, near some blackened earth and dead birds (42k 25.4k). Not Working

Corruption from Within
Proximity unlock: Walk up to the large stones in the middle of the Faewulf's Rest PQ (38.5k 25k). not working

Well having a snare break available and ready to use tops most other tactics

I can see you figured it out

Also having no AP-hungry spam aoe unlike SM (WOH) you now also are lacking ways to proc bellows and debuffs/buffs/procs reliably or close down a kiter (SM have the M2 ranged snare)
A reasonable RvR system that could make the majority happy http://imgur.com/HL6cgl7

They are implemented by other means not listed in the wiki (though in the same area). In general I am moving away from 'passive' unlocks that you get by entering an area, instead replacing them by having the player interact with an npc/game object. Active over passive.
