Bug or feature? Armor not bolstered anymore?

Hey guys,

not sure where it would fit, so I ask here. I realised that after patch my armor isnt bolstered anymore when entering PVP Zones or SCs. This is especially a thing as a def specced tank, as you fight with eg 1300 armor in a T3 SC as level 17/18, no matter how hard you stack toughness, you will always be exposed to pretty hard hits from any level DPS chars who get all their stats bolstered.
Is that supposed to be this way or can we expect this addressed in a later patch?
