What Sov set is better for Shammy?

Great Green vs Windbreaker?

Great green doesn't seem so great with the armor pen.

I'm thinking about keeping my Vanq set for healing and upgrading my bloodlord set to windbreaker sov.

Can you still heal decent with Sov Windbreaker? Maybe throw some willpower talismans in. Or maybe play a fury of the green build.

The healing sov set is fantastic - the 8 set bonus is clutch. Go for 8 healing sov

What Evil says is right.
Healing set bonus is You and your target cannot receive a critical hit for ten seconds. This effect ignores LoS and has a 2 minute cooldown.
DPS set bonus is You and your target have unlimited AP for ten seconds. This effect ignores LoS and has a 2 minute cooldown.

Unlimited AP is really good paired with an AP hungry mdps and can let you do some unholy FODG spams.

In DPS set you have around 200 willpower. You will have a lot unusable stats, which are worthless for heal spec.
Fury of da Green will be nerfed in 2 weeks(TM) and no clue on what direction the devs want to go with sham/am heal spec.
You can still heal in off set but I wouldn't consider it any good.
You can't just change the talismans and turn a DPS set into a heal set.
It's worth to mention that health value is rather low, when you go full sov set and you should stack some wounds talismans.
Another option would be 6pc so for +2 bonus and 3pc triumphant for additional -crit, heal Crit, wounds.

Yes. Your actual chance to recieve a crit is "dps crit chance - your chance to be crit+-any crit buffs/debuffs". Btw, - chance to be crit does stack below 0%. Thus, yes, 8 bonus from healing sov is really powerful, because almost every dps class in this game rely on crits to kill their target.
