If you're worried about balance and population, mid tier is the best IMO. Levels 16-39 to is a pretty large player base, and if your gear is decently current you can totally rock the rvr or SC. That's really the important part, as Bolster (the "leveling" enhancer) is gear AND talisman dependent. You have more abilities, tactics, etc. Getting through T1 to T2-3 can be tough, but even if you are 16/20 (CL/rr - ALWAYS keep your rr above your character level), you can have a blast.

TLDR Grind through T1, enjoy the heck out of T2-3, then decide if T4 is for you or reroll. And keep your rr above CL. Enjoy!
