There is already a queue in place. Wouldn't be that hard to make it even. Yeah, when one side has more queuers then some wouldnt get in. You want a change? A system? Plan it out. Think about the pitfalls, and how to alleviate them. Or keep measuring your epeen. That's definitely gonna help...
All in all it's just a big SC and the same rules should be applied. Even numbers, quitters get filled up. If there are no people to fill up then it's bad luck but some of the other side might also leave to even it out again.

When you have 20% more players (roughly two extra wbs) then of course winning is easier. Dead people can just release and come back within minutes. That makes it even harder for the underdog to win a fight.
Again, when one side keeps winning just because of population then people will just log over to that side during LOTD.
It has to be even, there is no doubt about it.
