not as experienced with dps, will talk about the supp classes:
black orc - lvl 1 - naturally very tough, gets st snare, def buffs and dps assist (skull thumper) very early on. good early racial tactics
zealot/runepriest - lvl 1 - flash heal is your bread and butter, hot and big heal come in early. both get very nice early racial tactics that help with survivability
ironbreaker - lvl 1 - very similar to bo, naturally tough, gets st snare and both main def buffs very early on. early racial isn't as good but you have the kd option in snb spec. though honestly there's a question as to whether ib really ever starts working...
knight/chosen - lvl 9 - st snare doesn't come in until lvl 9, both can feel a little useless before then. both are naturally tough and get their main dps assist abilities early. good early racial tactics to boost survivability
shaman/archmage - ~by lvl 10 - in heal spec, dps is different. hot is a small aoe which really helps early on, the group resistance buff does some real work in t1 scenarios and the st bubble is very nice too
warrior priest/dok - lvl 12 - you need that lvl 12 mechanic point feed, it's so important. before that these classes don't really work, afterwards you can actually play like a frontline healer -> aoe feed, hot, heal, heal, aoe feed... some might argue 20+ when you start getting your group heals but can at least have fun with them at 12
swordmaster/blackguard - lvl 20+ - neither are particularly tanky out of the box, they get the worst early racial tactics and even if trying to dps they're worse than a chosen spamming ravage. both of the elf tanks really need their full toolkits to start working properly, they feel a little weak until you're well into the mids and have your spec abilities
