problem :
easy win, huge reward.
rvr week task have 'attack or defend' condition.
when there's slight number disadvantage underdog go to empty zone to win 'attack' task.
it result in avoiding battles.
i suggest seperating 'attack and defend' each 3 times or 5.
chances are if you're zerg side you can't complete defend task and claim last reward.
but it's better than empty zones 100 vs 10 battles.
empty keep, empty fort.

just make it "participate" in a keep siege instead of win or lose - or win a gold bag in a siege.
what's everyone's obsession with winning and losing sieges as a reward? systems should promote gameplay not the outcome of the gameplay.
if you're worried about winning and losing play ranked - oh wait; it's dead.

10 underdogs need defenders willing to fight against zerg.
"paticipate" isn't enough for it.
here's scenario.
1. underdog go to empty zone. - same as is
2. some of zerg need defense task - split zerg.
3. underdog get 2 options. - finish attack or back to defense, depend on how zerg splitted.
either way there will be fight.
or mouse and cat circle, which will be solved by even more split of zerg to surround.
or both side keep dodging for empty zones.
there will be decoy strategy to lure attack, to get defense task. hiding in pve etc.
who knows if hunter become hunted.

Empty keep can often be the result of the zerg being too good - with the WC camped- every postern and approach cut off - noone can get into the keep - zerg shoots itself in the foot.
Empty fort often the result of ppl deciding its not worth it and better to deny the zerg RR/XP/INF and crests from kills. How do you fix it? I have no idea

I do not get it. there are fewer players every day and you also want to take away the motivation from the rest? most players will always go to the side that zergs. you're nagging around until nobody's there anymore. have fun on an even emptier server

I think if developers will concentrate to the another topics like class balance, game stability improvement to have less crashes or more equipment/ sets, more player will come and empty keeps and forts will improve like secondary effects of good improvements like war-crests was...

i signed up for the war. more intense better.
this unintentional keep trading is giving bad habits.
nowdays ppl just give up at even 40% aao.
this alone won't solve problem. but at least one of attempt to fix issue.

Increase war crests for the "underdog" proportional to the number of opposing players !

This would be a start for sure. Right now in most seiges, it doesn't pay to show up at a keep defense if on the "defending" realm unless you have 3 stars and a matching zerg. Some zones are worse than others of course.4
