The tactic "Split Arrows" reduces the range "Broad Head Arrows" to 65feet.
But at a distance of 100ft, the ability is active, there is no message "Target out of range", the animation of the shot is played, the GCD starts. This prevents other abilities from being used at this moment.

Check Bug tracker, whether it is already reported. If not, make a bug report there. The forum is the wrong place for your request.
