Wizard: Does Tactic SEARING VITALITY actually work?

I have it equipped, but in the log and also visually I can see no healing when I do the "Sear" spell.

But it should heal for 67% of the damage it deals.

Is this tactic not working?

Or maybe it does actually work. It does not show up as heal, but as a "minus damage".

It should be working.

Sometimes tactics bug out especially if you're under rank 40. Try a /reload in game or restart fully.
