mastery ability "this ability is not usable at your level"

Hello, I apologize for the silly question. I just started playing ROR. I spent my mastery points and bought my first tactic on my tree. it shows up on my tactic page red, saying "this ability is not usable at your level"
im not sure what this means, im lvl 19 and this only took 4 points to obtain. would really appreciate any info on this.
