How does Renown and career trainer work?

Tittle says it all. I'm only level 8 and my renown level is 7. Every time I visit trainer I see skills under career and renown but every time I click train nothing happens. Is there a certain level I have to be?

from lv 11 you learn mastery point, renow is not implemented yet.
