I did some tests on the altdorf doll using the BAL with 3 acussations. Result in 4 tests

2013 + 929 (last)
2013/3 = 671 = (410 + 356 + 356) = 1,122 / 3 = 374 '
671-374 = 297
929-498 = 431
Repel B. 731 - 438 = 293
Razor 666 - 396 = 270
Torment 622 - 664
I'm finding BAL's last damage too low. If you compare it with the other damages of the other skills you notice a good difference in the loss of damage from the BAL.
With the flanking tactic and without the tactic the damage of the BAL is exactly the same. Which I think is totally unfair. There is a tactic that says that it will be 15% more damage, it does not say that for the BAL skill it will not be considered.

Another data from my research.
The flanking tactic is used at the end of all calculations.
Example: The damage of a skil at the end of all calculations was 100. With the tactic the final damage will be 115.
That way the character loses dps.
If the damage increase was in the base damage of the skill the final giving would be greater.
Example:
Razor 666 base damage
damage 396 (15% -Flanking)
Razor 666 + 15% = 766
766 = 408
408 - 396 = 12

Must be because its a damage over time ability/DOT that doesn't care as much about positional stuff.

Well... This has been dragging since long ago. WH finishers are not what finishers should be. The damage is just funny till you get to top tiers of gear. Once you get invaders+ the numbers become ok. This is contrary to SL and ENG (can only speak for classes I play).
