yes order does have that, but it is SINGLE target and it is a global cooldown... The chosen just sits there and follows the melee ball, and reduces the order wb dps, just because the chosen is there. No abilities needing to be pressed, no Decision needing to be made to put that -25% crit chance as it applies to anyone critting the chosen.
Punt the Chosen, stagger the chosen so he's out of position. Yeah so hard to counter.

Yes a single chosen in a 24v24 city fight might be able to get spotted and identified as the debuffer, you can put an enemy marker on him and assign someone to control this chosen. Just like with any Slayer in the same enviroment. This issue becomes when these meta classes are "stacked" and several run these troublesom abilities you need to control. Snarebreakers/rootbreakers and CC immunities make it hard to control one loose Chosen/Slayer, let alone several.
This issue would not had been as bad had the new Chosen tactic been on the least popular tankclass, just like if Rampage had been on a WH.
No the raw stat value is absurd on its own, and the way to deliver it is even easier making this tactic insane. And rightfully should get reworked into a way smaller procentage (devs even admitted more than a 50% nerf on the value) That speaks volume when the first alteration needs such a downtuning.
As I said in my first post, the identity of the chosen as a damage-debuffer fits in on this career. Instead of trying to tackle critchance, as that will hurt melee classes and BW less so, maybe get this tactic back on the drawing board and make it something more well-rounded like "each time the Chosen takes a critical damage intake(internal cooldown 5sec) his Challenge ability is reduced by 2secounds" or something like that. Raw damage mitigating hits all damagedealers on order equally, critchance reduction would just be annoying on BW and destroy slayers+mdps in any damage output.
