[Engineer] Restraining Shot - What?

Hey all,

While fighting on one of the walls of RoR's many keeps I suddenly found myself rooted and unable to move. During the next 8 or so seconds I could only sit and watch as my health tanked and I inevitably died as there was plenty of Order down the wall to take advantage of my unfortunate position.

Obviously I was struck with confusion. I had never heard of a class that possessed such an ability. Before I died I managed to spot what exactly was cast on me: Restraining Shot.

After some investigation I learned that apparently this ability is granted by the 8-piece Sovereign bonus for Engineers, and this is when a lot of ???? appeared in my mindbrain.

An ~8 second ranged root that (seemingly) does not break on damage?

This seems way, way too strong; especially when compared to other 8-piece Sovereign bonuses, many of which are pretty meh at best.

A while back I wrote a post about the Marauder's 'Flames of Fate' M1 when it still had 10 second duration and 65ft range, and this reminds me a lot of that.

I'm not necessarily against 8-piece Sovereign bonuses being strong, however something as powerful as Restraining Shot alters class dynamics very drastically, and it makes no sense in my mind that other classes shouldn't get equally powerful granted abilities from Sovereign.
