S-Tier Idea and presentation
A weekly quest would be the salvation for every player who isn't a 5am city/fort logging gremlin and just wants to play the game.
@Devs: Honestly toss your shard idea, the reason you have to set the droprate so low, to the point where it's probably gonna stay an unviable aquisition method, is because you have very little control over how fast the playerbase will be able to aquire said shards. With this weekly quest you have perfect control over how fast a player can acquire the next tier set through this method (compared to random kill drops). People are still gonna play/log for forts/cities but at least the game design doesn't force you to constantly watch the state of the campaign.

This would be great!
And definitely would offer devs complete control on how many vanq/invader/royals (depending if you change rewards with rr level or any other method you will chose) you can get.
Only issue might be win city for many order toons and conquer/defend 3 forts for many destro toons (lately 1 fort won/defended would be an achievement).
But that could still be ok, in the end not necessarily everybody (including me) needs to get to elite every week (also could drive many to try harder)

just a short think through of this idea:
For 3/5 of the objectives you already get a bag roll and meds.
The other two you need to do to get contribution.
Final conclusion: This idea seems quite unnecessary.

If the problem is just the gold bags as rewards then it's enough to lower rewards quality
