Last 3 cities ive been in we had 1-3 afks. Its not fair to the rest and quit often they even win bags.
There needs to be a contribution like in forts but that sticks through DCs. if you can get the contribution to stick through DCs there should be a penalty like quiter also. You afk in city, you cant get in the next 1 or 2 that happen when you are on https://showbox.tools/ .

I suppose they can put in several measures that may or may not be already implemented. Like having a certain amount of contribution before you are allowed to acquire a bag. Having a inactivity timer that removes you from city or at least prevents you from acquiring bag unless you recap a certain value from being inactive. Another method is the one you mentioned giving them the deserter or afk debuff if they DC. Not allowing them to acquire loot after a certain amount of time in DC is another. I guess a 1:1 ratio for inactivty can be done as well. There are many methods...
I would like to mention that as much as they try there will be always someone that circumvents the system. MMORPG's have been trying to solve this problem for years, it's not a perfect system.
At the end of the day what Wargrimnir has recommend would be the best solution. That way they can look into the matter on an individual basis.
