i get an "Important Message" after Downloading manifest and validating

-ive read the instructions
-has dx90c
-RoRlauncher
-set with 64x client version

PS. im new, ive heard of this game on 2014 when i discovered it was shutdown on 2013 because of so many lacking basic contents(youtube) and suddenly i saw a video of Return of Reckoning in my youtube recommendation and i immediate seed it
