Game Client Requires Redownload On Start

Hey, I'm a new player who downloaded and installed the game, and the game runs fine. The only issue is that when I load up the client, it requires that I "download" all of the files, even though they are already present locally. I have followed the install guide, including making sure read only is off, running as admin, and not having the torrent service running. What could be causing this issue? Any help is appreciated!

I'm a returning player after a PC rebuild. Same issue. The error reads:

WAR-64.exe - System Error
The code execution cannot proceed because d3dx9_34.dll was not found. Reinstalling the program may fix this problem.

I've reinstalled about 3 times now... to no avail. What am I missing?!?!?

You maybe forgot the direct x step in the installation
