[WP] Sigmar's Vision

So I log into my WP today and find my buff from Sigmar's Vision isn't giving my block boost for using a shield. Tooltip now states increases block 0% for 0 seconds while wearing a shield. Done a bit of rooting but I can't find anything saying it got nerfed or anything. Anyone else notice this?

And sure enough same notation for Warding strike on my DoK.....interesting,
