Black Orc weapon/shield at 40

I'm near max level now, I was wondering which weapon I should be aiming for when I reach level 40 and where this weapon/shield is from

Scenario rr39 or rr45 1h and rr45 shield are fine.Or even subjugator from rvr purple bag can be decent until u get the sc one.
