I was looking at a live stream a few days back and he was using this addon for targeting. It puts a red crosshair on the target and it moves around. Also puts green on friendly or def target.
Any help with the name or where I can DL this addon would be great.

hey,

yep, that's a RVMod setup with an eve_online template.

Download the current VinyUi version, and extract the RVMods folder from the "Interface" file.
you will need the RVMod Manager, RVMod Target and RVMod frames (libslash should be activated too).
type: /rv and open Target/Frames.
