Assuming that wasn't fixed in this patch (no time to test atm), I don't suppose you have any evidence of this from live so it can go on the bug tracker? It still won't close the gap on raw numbers due to 24-man AoE healing (Shammies are also doing it now that Fury of Da Green is being used more and more and is being combined with CD reducers) but keeping certain procs up would be very beneficial.
According to mythic patch note they were direct heal construction but they didn’t want it to proc anything , just pulse heal .(similar to all ground attack ) :

“* Master Rune of Adamant: This ability will no longer trigger effects which are caused by direct heals (such as Restorative Burst).”

Also they were not listed in the list of abilities that shouldn’t crit in the rework from 1.2 . So they were able to crit as any other ground spell.
I've just tested Ritual of Lunacy and it now procs everything (bless, bubble, AP and morale tactics tested and it also triggered Aid X from my weapon). I will (reluctantly) put it on the bug tracker.

Cant see it as a bug, if it does not proc stuff its just useless again like last past years. This seems fine, zealot have a hard time keeping up with shamans and doks in healing as it was, when looking at numbers.

Might be cause to put in a balance request to keep it but going by what Grunbag says it's not working as currently intended. I would love for it to stay, although I would still have issue convincing the rest of the group to go without the AP ritual!

Well at least that brings new options for the quite rigid healing rp build. So, intentional or not, it add more colour to the game. How good it is only time and some testing will show. I will test it for sure cos on paper look quite good

You get assured 10+2 Oppressor Emblems (tbh 25 was excessive before, ofc people rushed it) for winning and get a chance for it by being able to play in an at least halfway balanced SC, with equal numbers, more focus on your personal skill (for those who want to improve them without having dedicated groups and trying to do that in PuG environments... good luck with the latter btw) and those of the other players.

Sure there were people undergeared and bad comps, but still much better than the usual SCs imho.

Imho, idea of ranked quests isn't bad, just values in given example are funny.
Instead of making it 'daily' you can make it 'weekly' (like extra oppresors for ranked were weekly), require more wins than 10, for example 25 (being it weekly quests doesn't mean everyone will do it within week) and award people those 10 royal crests. For sure, 10 extra royal crests / week won't break anything, will give nice longterm catch up mechanic and would allow slowly to also gear our alts, who are completly ignored while building more serious city siege warbands even when given alts are rr70-80+ - it would require 42 weeks (!!!) to get Sov set just by playing ranked and playing lots of it without skipping a single week. It can be even 'monthly' with more wins required, giving slightly more crests, based on how rewarding you want it to be and how fast Sov gear acquisition is supposed to be.
