How long before average person wins 1st city raid?
I just get targeted, stomped to the ground by a bunch of choppas and witch elves and its like there is nothing I can do to stop this. Its only been my 2nd time playing it I can barely get off 2 heals before I am jumped on and die. Are new players even supposed to do city raids? It seems like it literally decreases chance of winning right? I've tried to raid a city twice. One with a pug and the other with a relatively organized WB with Discord. Both times the enemy Destruction players ripped through our ranks like butter. It looked so effortless. They all seem to be rr70+ with the best gear. How do I fight against that?

A few weeks back I won the first 3 I participated in as a 40/4x sorc/dok. Last night I got absolutely stomped as a 40/5x sorc. It all depends on who you get in with and who you face. I would suggest trying to always find a warband with discord. If you face one of the better organised guilds your chance of winning is pretty low, but if you face a warband of similar organization or pugs it all comes down to relative skill and a bit of luck.

1st off, you are right, people who are higher rank with better gear than you will have an advantage over someone who is not. 2nd, people who are organized, experienced, and fight as a group will stomp any unsuspecting player, smaller party, and/or unorganized warband or warband with inexperienced players. Composition also matters, as groups that optimize having an even mix of tank/dps/healer will be more well-rounded to take on other groups of varying capability.
City fight is meant to be the end-game PvP for high rank players. It is toward the end of the RvR campaign and people fight their hardest to get the best tokens and gears for their effort. If you are not there yet, you will most likely be fighting an uphill battle.
Participate in it all you want, you do you, but you should understand what you are getting yourself into. Learn your positioning, your own abilities, and your teammate's ability. Learn your enemy, understand the roles of various classes in this game and their weaknesses and strengths, and what defines their class/potential spec they are playing. Lastly, understand the different fighting environments, combat factors, where you are strong and weak, and position yourself accordingly, dynamically, and you will eventually be a better player. The more battles you take part in, the more it will become clearer to you. Good luck!

Is there a position a healer should be in besides behind frontliners? Either be a) where your wb leader wants you to be or b) stay away from enemy melee train or center of aoe dmg and keep moving. There is no point in finishing your cast, when the enemy is moving towards you. Stay away from enemies to heal undisturbed but don't stand too isolated or you will be an even better target for mara pull or WE attacks.
Dying is no option.

inbalances in skill and organization/composition level are magnified exponentially by group size. City is not the place to be solo que ever unless there is a solo only que.
If you are playing an off meta class like dps AM, WH whatever then take your lumps basically but theres no excuse for someone playing a decent class to not be joining a wb and just doing the bare minimum of getting in discord. Ya you will still lose some, but your chances of winning are exponentially higher than solo que i promise you.

1) Hope you get matched against inexperienced pugs. The cities have been out for a few weeks now and people are getting good at them. 2) I'm assuming this is your first time playing at this level. As a healer it takes a while to get used to reading the battle and knowing where to stand and when to flee. There is no set position other than "where the enemy DPS isn't". Sometimes this means staying in your back lines. Sometimes this means pushing up with the blob and then standing near the enemy healers as you give each other evil looks while healing your respective warbands. The main thing is to be proactive in your movement and not wait until you are being hit.
3) At the start of city sieges 2-2-2 (2 tanks, 2 healers and 2 dps per party) on discord was top-tier. Very quickly that became the bare minimum required to compete and now it's about coordination, getting the right classes with the right specs, timing key abilities, etc.
4) Spec defensively. If you're not running as many wounds as possible then start doing that. Low heals are better than no heals (i.e. you're dead) and the extra hitpoints are there to give the rest of the warband enough time to react to your health going down so they can get heals and guard on you.
5) The fights take place in the city, meaning that you can scout out the locations in your own time and look for good healing points. I've got a few "safe spots" in all cities around where the fights usually take place that I can stand in for longer cast time heals but these took a while to find. I had to do a fair few cities first to work out where the fights usually happen (location and direction of enemies)
before finding places that were good.
6) What healing class are you? We might be able to give you some tips on spec and playstyle as where to stand and what to do varies from class to class. The advice I would give to a RP/Zealot differs hugely from that for a WP/DoK.

Thats not true at all. I think, I've won more pug sieges than lost them.
It's about how much organized pug is, who is leading, and who is following that lead.

Have you tried surrendering first?
