Dark Promise question

any information about dark promise ??
the Sov set is hard to farm and I think if the dark promise is a better dps set I may change my direction on def Sov.
Anyone know about the stats of dark promise and its proc?

Darkpromise on live was Invader (Onslaught here) level. Though I guess it will be current Invader level if it makes it in since Bloodlord was moved up from Annihilator level to Onslaught.

Darkpromise gear is currently slotted for level 65-68
