Gork's not touching me?

Am I not worthy enough?

Joke apart: just tried Touch of Gork in duel with a friend and it's seems that the toughness debuff isn't applying. I found nothing on bugtracker, is this intended or should I report it?

Does it work on other targets?

I tried a duel because buffhead was showing any debuff on target after using Bunch of WAAAAGH.
So to be clear: I tried only on one consentient target (we use getstat and the debuff was working) and I tried on many enemies (and buffhead wasn't showing any debuff) in both PvP and PvE
