You would still need some sort of objective for instances of when one team gets steam rolled and quits trying and just waits for it to be over.
I would say maybe like a king of the hill point. When both teams are on the point no points tick up and only come from kills when only one side is on the point it ticks up slowly.

I'm all hands down for tdm maps.
In order to counter stalling and afking in spawn, implement a timer. Let's say, if in 2 minutes there won't be any kill on both sides, the sc will switch to domination mode. Ez pz.

I have always felt with the exceptions of the intentional six v. six maps the scenarios were designed to be played to the objectives. There exist a plethora of opportunities to simply fight the enemy. Scenarios provide an opportunity to fight and accomplish objectives simultaneously.
An additional open area scenario is, of course, perfectly acceptable if the Devs want to create one.

Observations:
1) There are several death match SCs in this game already they just may not rotate in as much as you might like.
2) Even in the non-death match SCs, the single flag SCs are effectively death match.
3) Historically in this game (AoR and RoR), people who say they crave death match SCs really just want to farm kills against weak opponents to stroke their egos.
4) Historically in this game (AoR and RoR), people who complain about objectives in SCs got beat by a team playing objectives because they were trying to death match.
Admittedly points 3 & 4 are a bit subjective, but that is what I've seen being on and going against various pre-mades over the years.
P.S. What might be interesting is single elimination death match. Should only offer like 1 or 2 emblems for a win and very little renown. But would be a slightly different game mode and would eliminate the "farming" issue I reference above.

4) is entirely correct, but I would add that premades who 'complain' about objective defeats tend not to be the biggest fans of Dora the Explorer, Capture the Flag Simulator 2003; it is incredibly boring to come up against players/groups who decide to avoid fighting altogether in favour of PvEing you to victory. Sure, you could say, 'Queue for something else?', yet almost every SC map in recent rotations is one of these Lord of the Rings Cardiovascular adventures.
