Progression issues while leveling

Greetings. Recently I started to level my choppa. Had a lot of fun in T1, getting into both PvE and PvP. But when i played
RvR, I got a lot of Scout medalions on hands. So much that I could basically buy nearly whole Obliterator set at level 17. Jumping from gear level 11 to 21 doesn't feel really natural and rewarding. Maybe it's not really big of an issue, but I believe that more smoother proggression would feel more rewarding. Can't say that I know the best way to fix that, but may be lowering droprate of Scout medallions and emblems in T1 would be OK solution.

You can turn scouts medallions in to recruits medallions and plenty of lvl 13/16 greens drop in between those levels as well as blues and greens from chapter influence rewards or PQs I believe obliterator set starts at level 16 as well. T1 ends at lvl 16

T2 Hard PQs drop a level 15 3 piece set to bridge the gap. There is also a level 16 dungeon in each capital city that drops Keeper set for level 16.

There as also Tracker set quest/lair for T2, T3 PQ set for early 20’s, and Stalker set quest/lair for mid-late 20’s.

Granted most of this gear isn’t worth the work at this point due to how fast you level out and can get Duelist/Devastator in T3 but there are options.

I dont really understand what the issue is here. That tier starts at 16, Obliterator is starter gear for that tier. If you werent upgrading your gear past 11, you could have been.

I dont even know what gear you get at 11. Decimator is 8, scenario weapons are 10, influence rewards are 12 and renown vendor gear is something like 12-19. That's ignoring PvE gear.

If you want gear that's harder to get than obliterator, there is a PvE instance.

It makes no sense to make the starter gear harder to obtain.

If you really want to be geared at that level get obliterator, do the epic quests for shoulders and helmet and get the scenario weapon at 20 I think it is. That would be enough until you get a weapon at 24 and devastator/duelist at 26-29. But there is other gear along the way if you like that.
