Is it possible to use only non-English voices (Russian), but save all texts, quests, UI in English? So can I have only voices translated?

In-game you can switch languages via /lang and the corresponding number. E.g. lang 1 is English, /lang 3 is German.

If you changed the language to one of the asia characters, the /language command may not work - You'll have to go into the config fail and edit the language tag to 1.

Go into your client folder > user > open "UserSettings.xml with notepad. Ctrl + F and search for "Language".

Replace the existing tag id number to 1, like so.
