Server offline and people still on server

Hi, just curious but when the server is offline, how come it shows something like 318 people still online if the server is actually offline?

I see this a lot and wonder why this is?

Player count is not updated in real time.

Also if mean real sich when that happen is login server crashing which is a diff entity than game server
