First of all I appreciate you noticing that there is a difference and bringing it up. I know this frustrates you, however something like this belongs on the bug tracker. Believe it or not there really isn't a dev bias against one realm or class versus another.
I'm currently in the process with the help of other members of the ROR team and savvy community members with smoothing out the way forward in terms of weapon scaling as we move past subjugator and the current SC weapons, so that we can provide you, the player, with more options for your builds and appearances to match and defeat the ever increasing power of your opponents gear.
A couple things to note: two weapons with the same DPS and different speed values will hit for the same total damage over the course of 10 seconds. A slower weapon will hit in bigger 'bursts' but will have a lower chance to trigger a proc over the same period of time as a faster weapon.
A slower (or higher value for the speed) will benefit greater from a speed increasing buff than a faster weapon (because 50% faster attacks on a 4.4 brings you to 2.2 =
reduction of 2.2, but 50% faster on a 2.0 brings you to 1.0 = which is only reduction of 1.0)
WE has 2 melee weapons it can *only* dish out AA damage when toe to toe, whereas a WH can deal AA damage while pursuing an enemy with the offhand ranged weapon, which leads me to believe this speed difference is an intentional difference between the two classes leftover from Mythics (now lost to the winds of harddrive rewrites) weapon scaling graphs. If you can provide more examples of semi-mirrored weapons across WE and WH, or provide any reasoning for or against these two weapons being brought to the same attack speed, it would help in the decision making process as to what to do with these two particular items and the creation of weapons moving forward.
TLDR; I'm looking into it and DPS is the factorial value, speed is not
