2h tanks are actually considered to be dps? By who and why

It makes sense from a balance perspective.

Since the problem in scs is lack of healers and heavy mitigation meatshields, a dps tank is just another dps. Especially from the eyes of a healer, most dps tanks are glass cannon specs.

Exactly, many chosen/kotbs go full deftard 2h for the subjugator proc and 10s punt, sm/bo can spec quite defensively and still do plenty of damage.

ty guys awesomei think i learned it. still i was queuing as zealot but still long sc queue on t2 ) np atleast they thought about a system and formula and hopefully will be fair games
I asked bcoz i rly like scs its awesome for practice because on rvr u are one of 100 ppl so hard to understand u making a change or not lol..
To learn game mechanichs sc is realy fun and useful imo

Conversely, not all S&B are tank spec either. Some like myself, are heavy dps spec'd S&B, but Im fine if you place me in the tank line.

I suppose you could count str and adjust according to an ocean of RR and tactics (like focused offence), but even thats not a good solution.

why change something that was already working? sc pop taking hella time to pop atm only to benefit a minority.

Because it wasn't working.
Not 1 day online since 3 years that someone was complaining about only dps healers on his side, or only tanks on the other side.

The overall sc quality has not changed for the better. Even specced dps healers had the option to swap gear and core tactics in the case no true healers were in sc setup, when they want to win.

Even ignoring the full defensive spec issue for a second, it is fundamentally incorrect to label 2h tanks as "DPS".

Even in full "offtard" (is this the opposite of "deftard") mode, a dps tank only gets up to about 75% of the damage output of a real DPS (similar gear and RR) but has to give up a lot of their own archetypes survivabilty to get there.

TL;DR Full dps tanks are a liability compared to real DPS and defensive "dps" tanks are taking up real DPS slots.

I noticed this behaviour by exactly 2 dps AMs :p you and Medixi .... the rest just does not care
So i can imagine that for you nothing changed to the better.

Its not a problem. If you join a scenario on your own You know that there probably wont be a good set up. The fix to this is making/joining a group

Wait, how are people confused or surprised by the 2H = DPS? It was literally written in the patch notes when they changed it that DPS Healers and 2h Tanks would start taking DPS slots...

But yea, make a group and queue and you have fast pops at all times of the day and a balanced winning comp.
