It makes sense from a balance perspective.
Since the problem in scs is lack of healers and heavy mitigation meatshields, a dps tank is just another dps. Especially from the eyes of a healer, most dps tanks are glass cannon specs.
Exactly, many chosen/kotbs go full deftard 2h for the subjugator proc and 10s punt, sm/bo can spec quite defensively and still do plenty of damage.
Conversely, not all S&B are tank spec either. Some like myself, are heavy dps spec'd S&B, but Im fine if you place me in the tank line.

Not 1 day online since 3 years that someone was complaining about only dps healers on his side, or only tanks on the other side.
