AP Procs on Healing Gear

Are these procs like Restorative Burst and only proc on direct heals, or are they like the AP procs on gear on the live servers where they procced on HoT ticks?

flash heals, aoe heals, long direct heals, anything but hots

"On heal" procs only work on direct heals and they are worth it.
Dying is no option.
