That's really only true for destro WB's.

On order side in WB play only BW get to play the morale game if you go for AoE WB since Mara drain will keep the majority off morale with minimal effort. So the morale pump is the only way to actually be able to reach and use M2 most fights if you wanna do toe to toe AoE WBs.

But with the recent changes that's dead. You can't counter destro morale bombs anymore while doing an pure AoE bomb setup order side. BO / Chosen pumps let them push to 3's faster for raze, Sorcs are now in the morale game with fast 2's, and reasonable m2's have been added across the board giving destro a massive morale bomb. While order is limited to BW due to constantly passive morale drains from Mara.

It is pretty bad at the moment.

That's what you get when BWs are overpowered to the point of making every other class useless (or close to) in an Order WB. 8 BWs is still the best setup you can have, and it's ridicolous. Dwarfs bring some utility but less raw damage and the elves are slightly better now but still the weakest. Marauder drain is what keeps 6+BW setups from being godmode.

Also, you realize both the CH and BO pump tactics have an ICD of 10s, not 3?. They're not even worth using now, since sorcs have an aoe M2 that can't be interrupted (Unlike Raze)

Only issue with nerfing BW is that atm no other Order class can be even considered decent for organized WB play regardless of BW. All Order DPS besides BW are lacking for good WB play (maybe slayer but even then all slayer is a weak comp).

This was explained in the second comment, which is accurate. If you are 1v1, the pump will do next to nothing. Less enemies=Less morale per proc.
